WS-Policy is certainly a reasonable fit (using the new PolicyAssertion form you described). It allows the same things to be expressed, but is a little more verbose (using QNames rather than URIs).

The thing that WS-Policy has which the features draft doesn't have is the possibility of choice. WS-Policy allows you to group assertions and do either-or. The reason most people seem to want this in WS-* is, I'm guessing the same as it would be for APP - Indicating support for https OR content-level security.
